Turn any design into a Glow In The Dark sensation. Simply apply Lights Out to any area (or full nail!) that you want the effect on. Cure, then apply a top coat (Shine-On, Matte-On, etc) to protect the glow in the dark effect. (NOT intended as a final top coat).
